Santiago Asensi is partner of Asensi Abogados, a Spanish law firm specialized in the Gaming, Audiovisual and Entertainment sector.

Asensi was the in-house lawyer of an online operator during three years. His firm provides legal advice to a large number of slot suppliers, software providers, sports betting, casino, bingo and skill games operators and gaming jurisdictions with interests located in Spain/Europe.

He is the General Member for Spain of the International Masters of Gaming Law. Moreover, Asensi Abogados is one of the five European co-partners law firms of the portal Gaminglaw.eu

The Chambers Global 2009 edition has included Santiago Asensi as “leader in his field”.

He is co-author of the Spanish Gambling Market Report for Media Entertainment Consulting Network. Dr. Joseph F. Borg

Joseph F Borg currently occupies the post of Director Legal and Enforcement of the Lotteries and Gaming Authority ­ Malta and has been occupying this post for almost two years. Before joining the Authority, Joseph, acted as a Legal Counsel to Vodafone Malta Limited for three years.

Joseph was conferred with an LL.M. in Information Technology and Telecommunications Law from the University of Strathclyde(Glasgow), with Distinction. Earlier, he was awarded the LL.D. from the University of Malta, after writing and successfully defending a thesis entitled, 'Protection of Trademarks Against Domain Names'. In November 2000, Joseph graduated with a Bachelor of Arts (BA) in Legal and Humanistic Studies.

He has recently completed a Regulator Development Program set up by the International Gaming Institute at the University of Las Vegas in Nevada.


Phill Brear
Head of Gambling Regulation, Gibraltar Regulatory Authority  details +/-

Phill Brear was appointed as Head of Gambling Regulation for Gibraltar in October 2007 following two years as Director of Operations with the British Gambling Commission. His involvement in gambling regulation arose in the last years of his police service as Deputy Chief Constable of West Yorkshire Police when he acted as the police advisor to the former Gaming Board of Great Britain.

Having played a leading part in the roll out of the UK Gambling Act, and the establishment of the Gambling Commission, and gained experience across the breadth of the British gambling industry, the switch to Gibraltar, ‘home to the world’s leading online gambling operators’ has brought a new set of challenges, as Gibraltar adopts its own new Gambling Act and develops the codes and guidance that flow from it. Whilst the contrast of regulating the many thousands of operators in the UK compares starkly with the 20 licence holders in Gibraltar, the most noticeable difference is the immediate proximity and access ‘the Rock’ provides to the management, staff and gambling facilities of its licence holders.

Despite the number of licence holders in Gibraltar being constrained by Government policy, the industry and its support services continue to expand both their offer and the essential infrastructure. This ensures that the widest range of services are accessible to an expanding range of customers, as customer demand grows and the wave of legal challenge and change spreads across Europe and elsewhere in the world.

Phill holds a first class Management degree from Manchester University, a diploma in Criminology from Cambridge University and the Queen’s Police Medal for distinguished service.


Jason Chess

Tobias Ellwood

Tobias

Tobias was born in New York, USA (due to his parents overseas posting at the time). He grew up in Bonn, Germany and Vienna, Austria, but returned to the UK to complete his first degree at Loughborough University. Whilst at Loughborough Tobias was elected President of the Students' Union.

He spent five years in the Army with The Royal Green Jackets, head quartered in Winchester and served in Northern Ireland, Cyprus, Kuwait, Germany, Gibraltar and Bosnia.

On leaving the army Tobias worked as a researcher for the former Defence Secretary, the Rt Hon Tom King MP (now Lord King) in Westminster and also in his constituency of Bridgwater.

He returned to university to complete an MBA at City University Business School. Tobias then moved to the London Stock Exchange for two years where he was a Senior Business Development Manager and then worked for the law firm Allen and Overy.

Tobias was elected as Member of Parliament for Bournemouth East in May 2005. In January 2006 he was appointed Opposition Whip and in July 2007 was promoted to Shadow Minister for Culture Media and Sport.

Tobias is married and lives in Strouden. He is a governor at the Queen's Park Infant School and has also been a borough councillor.


John Eriksson

Justin Franssen speaks at international gaming conferences regularly (EIG, VGF, IMGL, GIGSE, EGB) and publishes on the subject matter (Internet Gambling Report, Casino Lawyer, Gaming Law Review, World Online Gambling Law Report, iGaming Business, ISA-casinos).

Justin Franssen and his colleagues at Van Mens & Wisselink are engaged in the majority of past and pending proceedings on (cross-border) gaming before the Dutch courts. Justin Franssen has advised the Dutch Ministry of Justice and the Ministry of Economic Affairs on the regulation of the casino industry in The Netherlands and he contributed to the EC report “Study of Gambling Services in the Internal Market”.

Justin Franssen is the elected Dutch General Member of the International Masters of Gaming Law and a member of the International Association of Gaming Attorneys. He was awarded a “band 1” ranking in Chambers Global Edition 2008.

Wes Himes

Wes worked for a number of years in Washington DC as Director of State Development for the American Legislative Exchange Council (ALEC). In this capacity, he worked with state legislative leaders throughout the United States and major US corporations. Paul Morris

Paul Morris is a Policy Development Manager at the UK Gambling Commission with responsibility for remote gambling. Since joining the Commission in early 2007 Paul has worked on establishing the regulatory framework for remote operators and the review last year of that framework.

Paul is also actively involved in the IAGR eGambling working group as secretariat which last year agreed common guidelines for regulating internet gambling.

Paul previously worked as a Policy manager at Ofwat, the water regulator.

David joined Endemol Italy in 2000 as Marketing & Merchandising manager. He was in charge of developing sales and marketing strategies of the company¹s formats and negotiating sponsorships, product placement deals and format¹s musical rights; furthermore negotiated licensing and co-branding deals linked to the company¹s various TV formats, thus opening and developing market areas not yet exploited.

At the end of 2001, having fully exploited Marketing & Merchandising department, David was given charge of exploiting mobile and fixed telephony applications linking them to our formats. This created, for the first time in Italy, TV formats closely connected to the telephony world opening up a full line of new business and generating further revenues.

In 2002 David became Marketing & Interactive Manager, closely linking these two departments together. In this period, following UMTS start up, he set up an agreement with the main UMTS mobile operator in order to supply live streaming of or TV formats on videophones. A real world wide innovation, something done for the first time thus giving Endemol Italia status of market leader in this area.

In 2004 following our international strategy, and also due to market changes/developments (web TV, IPTV, DTT, DVB-H) David was put in charge of Marketing & Digital Media Department.

Recently, he has been also given the New Business Department that is now closely studying the gaming market.


Morten Ronde

Morten Ronde is a Master of Law from Copenhagen University in 1999. He started his career as a legal adviser in the Danish State Lottery the same year.

In 2000 he moved to the newly founded Gaming Board to a position as Head Legal Adviser. The Danish Gaming Board is an independent body in the Ministry of Taxation.

Morten works with a multitude of regulation and policy issues both domestically and internationally. In his work he is – amongst other things - involved in legislation, EU cases and policy advisement to the Danish government.

Internationally he is involved with the European regulatory organization, GREF, Gaming Regulators European Forum, where he holds a position as a member of the Executive Board.


Prof. Michael Rotert

Prof. Michael Rotert is Vice-President of EuroISPA, the organisation that represents Europe’s Internet service provider industry. EuroISPA is the world’s largest association of ISPs.

Prof. Rotert is a prominent figure in the ISP sector. His work at the University of Karlsruhe in the 1980s established the first connection from Germany to the “Internet”; after setting up one of the first ISPs in Germany, he has since held senior management posts with a number of prominent European ISPs.

His expertise in the sector means he is regularly consulted in government-industry initiatives. For example, Prof. Rotert was part of the German delegation to the G8’s Cybercrime Summit.

Prof. Rotert became the President of the German ISP association in 2000 and was elected EuroISPA President from 2003 until 2008.


Mark Rutherford

With a background in taxation, business analysis, management and legislative change, Mark is a welcome recent addition to the Isle of Man’s growing Gambling Supervision Team and has been tasked by the director, Steve Brennan with streamlining the current regime and advising on legislative consolidation and clarification.

With UK white-listed status and recent jurisdictional endorsement from G20, the Isle of Man in general and the Island’s Gambling Supervision Commission in particular continue to enjoy the confidence of both the UK and the wider global community as a source high quality, reliable regulation.

Mark is currently watching developments in Europe and working on more precise definitions of online gambling for a future consolidation of the Manx legislation.


Steve Sawyer

Chris Sheffield

Chris Sheffield is Director and General Manager (Remote Gaming) of IGT-UK Group. Million-2-1 is a leading provider of interactive services, games and mobile phone solutions. Following the company’s acquisition by International Game Technology (IGT) in 2008 he is also responsible for the remote gaming operations of the IGT-UK Group.

Chris founded Million-2-1 in 2003 and introduced many new games and innovations to the gaming industry, including the highly successful reverse auction - now an international phenomenon.

Chris’s career in the gaming industry has spanned some 20 years. Starting at Deloittes in 1987 until 1998 as Partner Principal, where he worked with companies such as William Hill, United Nations, Lloyds of London, Morgan Stanley, Bank of Japan, British Airways, NatWest, MoD, WH Smith, Jockey Club, and a number of premier league football clubs. In 1998, Chris used his entrepreneurial skills to form Sportal.com, a sports internet business, and in 1999 formed Eunite Ltd, an internet production company which was sold to N Brown PLC in 2001 for £18 million. His entrepreneurial ability has been widely recognised and led to Chris winning two National Entrepreneur Awards.


Linda J. Shorey

Linda J. Shorey has been at K&L Gates since 1989 and a partner since 1997. Prior to joining K&L Gates in 1989, Shorey was a law clerk to Judge Madeline Paladino of the Commonwealth Court of Pennsylvania. Her practice is focused on Internet gaming and political litigation.

With respect to Internet gaming, she advises clients on issues involving US federal and state law, including the position of the US Department of Justice as to the Wire Act and actions DOJ has taken with respect to Internet gambling and activities related to it. Shorey writes frequently on gaming topics that concern Internet gaming, bricks and mortar gambling, and Indian gambling. She, with others, has authored articles appearing in the Internet Gaming Law Review, the World Online Gaming Law Report, IGamingNews, and Casino Lawyer. Shorey has also, with other K&L colleagues, authored Alerts available through the newstand on the K&L Gates website. Shorey has spoken about the US regulatory climate with respect to Internet gaming at a number of seminars and conferences. Rolf Sims

Originally from Durban, South Africa, Rolf now lives in Oslo, Norway, where he graduated with a law degree from the University of Oslo in 1995, specializing in intellectual property and international human rights. He has previously worked on land concessions and area planning at the Ministry of Agriculture and legislation and individual cases related to oil pollution in the North Sea at the Norwegian Pollution Control Authority.

Since 1998 he has worked as a gaming regulator, first with the Ministry of Justice and Police, and since 2001 with the Ministry of Culture and Church Affairs. In his previous and current position within gaming his scope of work has encompassed EU/EEA-law, all aspects of legislation connected to gaming machines, I-gaming, bingo, provisions and regulations on lotteries and sportsbetting. He has been particularly involved in the Norwegian Slot machine case and Ladbrokes case which question the compatibility of Norwegian gaming law to EU/EEA-law.

Graham is currently the Chairman of the Jersey Gambling Commission and Deputy Chair of the Gordon Moody Association a charity which treats gambling addicts on a residential basis.

After a varied and interesting military career he joined the Gaming Board Inspectorate in 1983 and retired as its Chief Inspector in 2003. During his career he advised on regulatory systems for many countries including South Africa, Bulgaria, Israel, Slovenia, Italy, the Seychelles, Alderney and Guernsey. One of his responsibilities during his last 2 years service was to assist with the drafting of the new 2005 Act. He is a member of the Gaming Regulators European Forum (GREF) and the International Association of Gaming Regulators (IAGRA).

He is married to Anne a retired University lecturer, has two daughters and two grand children and lives in Cambridge. His interests include golf, canoeing and making garden sculptures.

André

André Wilsenach has been the CEO of the Alderney Gambling Control Commission, since 2002. This is an independent and non-political regulatory authority in the Channel Islands, established to license and regulate eGambling in Alderney.

André holds a Masters Degree from the University of Pretoria. He worked for the University of Pretoria, the Africa Institute of South Africa, the Development Bank of Southern Africa, Ernst &Young (South Africa) and the Provincial Government of Mpumalanga from 1981 to 1994.

In 1995, he was appointed as a member of the Commission that investigated and recommended the legalisation of gambling in South Africa.

During the period 1995 to 2000 he was the CEO of one of the South African provincial gaming boards and a member of the National Gambling Board of South Africa.

In 2001 he was appointed as the CEO of Zonke Monitoring Services, a private company established to render electronic monitoring services to the National Gambling Board of South Africa.

During the period 2003 to 2005 he advised the Guernsey Gambling Control Commission on the development and implementation of a regulatory framework for casino gaming.

He is currently the Chairman of the International Association of Gaming Regulators and a member of the International Masters of Gaming Law.

He received the Regulator of the Year Award from the World Online Gambling Law Report in 2005 and 2008.
