Barney Frank is reportedly considering introducing a new Bill designed to liberalise online gambling in the US. Martin Owens, a California-based Attorney specialising in internet gambling law, comments that Frank's chances of achieving reform through passage of a Bill might be even less than under the Bush administration, and state reform of online gambling offers the best passage towards change.
